The participants of the competition are expected to give ideologically and functionally attractive solutions with the possibility to use them to develop implementation projects.
The competition entry should have the following features: timeless and high-value solutions when it comes to ideological, symbolic and social aspects to suitably commemorate the fallen Polish Army soldiers on Westerplatte; clear and functional urban-architectural solutions; architectural solutions accessible for the disabled and elderly; validity of the adopted solutions according to the current knowledge and construction standards.
Criterion I – up to 40 pt (40%)
Artistic value – implementation of the idea, including the symbolic aspect of the message and the ideological clearness of the memorial aspect, in the context of meeting the purpose of the competition.
Criterion II – up to 25 pt (25%)
Architectural qualities – especially the concept of adapting contemporary solutions to the traditional aspects of paying honour to the deceased and respect for the burial place of Polish Army soldiers as well as the symbolic place where the Second World War begun
Criterion III – up to 20 pt (20%)
Validity of the project – quality of technical and material solutions, proportionality between expenditure and the obtained result in terms of form and functions of the technical and performance parameters.
Criterion IV – Design Documentation Price – up to 5 pt (5%)
* The points for this criterion will be counted based on the following formula:
the lowest offered gross price

gross price of the considered offer
Criterion V – Implementation costs of the Construction Project – up to 10 pt (10%)
* The points for this criterion will be counted based on the following formula:
the lowest offered cost
CR = --------------------------------------- x 5 pt
the cost indicated in the considered design
Every competition entry will be evaluated by the Jury on the base of the degree in which the entry meets the above-mentioned criteria as well as on the in principle important requirements of the Regulations.
The Jury will evaluate each competition entry as a whole according to the above mentioned criteria and the Regulations requirements.
It is understood that 1%=1 point and the amount of points for each criterion will be calculated accordingly. The entry with the highest total amount of points will be considered the best.
